The Oakley Carlson Act was authored by state representative Jim Walsh of Aberdeen. HB 1397 relates to the safety of children who have been removed from a parent based on abuse, neglect, or abandonment. Authorities say Carlson was last seen in February 2021. She was previously in foster care, then disappeared after she was returned to her biological parents in 2019. THe Oakley Carlson Act is in its early stages and is expected to go to committee in the coming weeks.
