The rankings looked at 10 factors including how easy it is to register to vote if early voting and mail in voting were allowed and polling hours. The “Cost of Voting” index ranked Arkansas, Mississippi, and New Hampshire as the hardest states to vote in with registration restrictions being one of the biggest factors.
