Former Aberdeen City Councilor Riley T. Carter was sentenced Friday to a minimum of 46½ years in prison for repeatedly raping and molesting his stepdaughter. The sentencing comes five weeks after Carter was convicted on eight felony counts, including child rape, child molestation, and incest. During the hearing, the victim’s family delivered powerful statements describing the emotional and psychological damage Carter inflicted, while Carter showed no remorse and continued to deny responsibility. Judge Katherine Svoboda said there was overwhelming evidence of his guilt and called him “an untreated sex offender” who poses a danger to the community.
